Your guess is as good as mine, but $25K would be a drop in the bucket... imagine the advantages/benefits for Topps to arrange for its purchase through an anonymous buyer after jacking up the price and maybe selling it again later for a loss but recouping some of the cost.
But you may be thinking of a company like Razor...who could cut it up into four pieces and, well, this is a fun idea to consider.
