Paypal and Shipping Question

So I just purchased something for just under 1500. The person is sending it UPS 3 day. He is asking 25 dollars for insurance. Which seams outrageous. So if I pay through paypal and don't buy the insurance who is at fault if something happens? Thanks. Clint
