Paypal question

Since when has paypal held money from sellers that the buyer has paid the seller? I got paid like a couple weeks ago and the buyer sent me paypal almost instantly and it says paypal is holding the money from me. Is it something new paypal is doing? Its really a big inconvenience for me since I like to go on and use it right away after I have received it. If anyone can give some answers that would be appreciated.

no its not even an echeck it says available paypal 0.00 and then right next to it it says paypal funds pending $402.85 and I am confused as to why the funds the person sent me is pending? The past few sales I have racked up the paypal has been pending every time and this has never happened to me before.
