I think it would be cheaper and easier (especially for the end user) if an actual deterrent was used rather than a database. Something like this:

A nice sheet of plastic over the jersey/patch which would completely prevent tampering. That way you could know that the jersey has not been altered without having to look in a database. You could just look at it, and know.
