The first decade ran from year 1 AD to 10 AD (there was no year "0"), the second from 11 to 20, etc. So this decade is from 2001-2010. Well there was no year 0. It might come as a surprise to you, but at the actual time of 1,2,3... AD they weren't calling it the year 2 or 3. It was hundreds of years (maybe even close to a thousand) after the fact that historians began to label years in relation to the believed birth of Christ.

The Gregorian calendar which we use today was adapted in the 1500's and it does not recognize a year 0.
In fact this is why the 21st century starts in 2001 NOT 2000.

That being said, "decade" simply means 10 years. It's not specific to any exact period of 10 years. But when people refer to "this decade" they usually mean the period of 10 years beginning with the multiple of 10 (so 90's would include 1990 and so forth).
Therefore, "this decade" would conventionally include 2000, but "this century" should not (although that is a common mistake).
