Cloth Test? Was this a promo/test version of a card printed on a "cloth-like" material? (If not just ignore the ignorant question )

Your description is absolutely correct. It's more of a "gauze-like" material. Topps never made an actual set, and it's rumored that only 10-20 of each test cards exist. There's also a rumor that these cards were supposed to expand when placed in water, but I decided not to try that with this card.
