Question about 1989 Upper Deck Buy Backs?

I've been a little out of the loop and I'm sure it's a dumb question but, is Upper Deck inserting buy backs with the foil stamp on the front for all of the cards from the 1989 set or just of certain players?

From just a quick look. I think they did all of them. I have seen alot of the commons up with a few minor-stars and I think a few stars mixed in. But most of the cards I've seen are the commons.

I would guess that some of the good cards from the 1989 set are probably SPs in the buyback set.
