question griffey jr. box topper auto

at my local card shop they are selling a griffey jr auto. its a 5x7 belive its a second year card 1990 with autograph. from a upper deck 1999.
anyone know what set? print run? he wants $ 500 for it.

I believe that's the 10 year anniversary auto.. You can see them on EBAY sometimes..

If it's the 89, that seems like a decent price to me. I'd be very tempted to pick it up and try and flip it. Is the owner familiar with ebay? Would he take $400?
