I received an email today,

I apologize for the delay. Paypal holds my non-US payments for up to 3 weeks for approval as I have a block on the account for them. I have rec'd payment, and will be shipping asap tonight. I am so sorry for the delays!!

I have a US funds account and have never experienced this problem before. Anyone that has ever dealt with me before knows that I don't care how long a package takes to get to me as long as I get it. The one thing I can't stand is when people say one thing to cover their butts, then I lose my mind.

Anyways, I guess I paid for this on the 10th and hadn't yet messaged the sender or any of that jazz. I just figured it would eventually come.

Anyways, now i'm curious -- Why would paypal hold funds from a Paypal Balance. This wasn't an echeck or even something that got taken from my linked bank account.

Basically, I'd like to know if this actually exists.

No clue about the specific issue but I believe I've dealt with that seller numerous times, never with an issue.

Yah, they have like 26K feedback. Obviously I'm going to lose my mind at someone, and I don't care to freak the hell out at Paypal if someone's just screwing me.

when you say u.s. funds account, do you mean your account is in dollars or that your account is registered with a u.s. address? I ask because some sellers have a setting that makes them manually approve a payment from outside the U.S. before it goes through.

I ditto no problems with paying the seller and getting prompt delivery, just problems with the poor packaging of h/c sets I buy so I've quit bidding on their listed sets.

From time to time, paypal holds funds untill the item received. It happenend to me a few months ago. If I remember correctly, they wait till it is delivered before releasing the funds. I forgot the reasoning behind it, but it has happenend to me once in the past.
