Reserve List for the Minors? What does it mean?

Ive seen this a few times and was curios what it meant to be put on a reserve list in the minors...And what is the purpose of doing so?

I think it means the player is too bad to play in the minors

Usually if the players need to go somewhere for a couple of days, they can be put on there and another player can be activated. Happens for weddings, funerals, Future's Game appearances, etc.

It also happens a lot this time of year as teams are trying to limit pitchers innings. The Blue Jays did it with Kyle Drabek and Zach Stewart over the past few weeks as they are approaching their innings limit for the season and the team they are on is in playoff contention.
