Rules on trading of a signed draft pick

Does anyone have the official verbiage for the rules related to the trading of a signed draft pick?

All I can find googling right now is the trading of draft picks before which should be implemented. Thanks

you can't trade him till a year after they are drafted, can be PTBNL I believe, but again can't be announced till a year
