Maybe, you cant really tell, he might just be a buyer going after that set and wants to buy from one seller and avoid multiple item shipping costs
If you pay attention to some of the sellers completed auctions, you can see he actually outbid a few people to try and win the card; so I'm leaning towards legit.

Ever since you can't see what auctions people are bidding on, or who they are, it's hard to figure shill bidding out. Just to be safe, I'd say yest - but without much solid proof.
