SOLD TO BUYER WITH UNCONFIRMED ADDRESS! NEED INFO! HELP

You need to contact Paypal & tell them that you want to block payment from Paypal account's that are "unconfirmed" (do not have confirmed addresses) as putting it in your auction's as a rule or guideline does not prevent this from occurring (if you don't have it blocked in your Paypal account then an "unconfirmed" Paypal account CAN still send payment, regardless of your guideline's & rule's). I've done this since my first "ripoff" on Ebay from an unconfirmed PP account (as I was informed that they didn't cover those transaction's- it was basically a case where I should have researched my Paypal agreement/rules/& guidelines BEFORE I began accepting it as payment for my auction's)! Nowaday's people don't take the time to read the PP rules & I'd say you are pretty dang lucky Paypal initiated this "security" measure (they did so to protect the buyer in this instance but it ended up probably saving your/the seller's ARSE!). :D I'm not sure how to walk you through the process of blocking "unconfirmed" Paypal payments as it was a LOOONNNNGGG time ago that I did so (which is why I suggested you call Paypal & talk to a Paypal representative, just tell them to walk you through the process of blocking unconfirmed PP account's from paying you, or to make it to where your PP account doesn't accept payment from unconfirmed accounts- they'll know what to do! Good Luck bro! :D

Everyone i can not thank you enough for the input. I contacted paypal and told them to refund his money. I also contacted ebay and i am in the process of getting the 87 dollar final selling fee lifted. When i relist, how do i block negative or low feedback????[/quote:1luuwpp5]

When you relist your item at the bottom of the first page is a section - Other things you'd like buyers to know -- There is a section Buyer Requirements, click on change buyer requirements and you can block these buyers from your auction

In your Account Overview page click Edit Profile. Then click Payment Receiving Options. The first option is Block Payments for the items not sold on eBay from U.S. users who do not provide a confirmed address:

You did the right thing. I had an ordeal where I sold a book to a buyer, shipped with DC, which showed delivered, and he left me positive fb. Around day 45 after the sale, he files a chargeback saying he never received it and Paypal found for him on the dispute, since he had an unconfirmed address. Their reasoning was that since it was unconfirmed, he might actually not have received it. That is, someone just may have had access to his ebay account, paypal account, and mailbox. When I asked why they allow people to have unconfirmed addresses, which seems basically to be a license to steal, and allow sellers to be ripped off despite demonstrable delivery, the rep had no real answer, just that some buyers might want to receive mail at work and not their CC billing address. Why that's my responsibility, I don't know.

That was for a $40 comic. For a $2K card, I'd practically insist on personal pickup.

i changed the option to only receive payments from confirmed addy's and i relisted the card. I also got the 87 back from the first sale of the card and i just relisted it. Thanks for all the help guys. Once again, this website saved me hours and a big headache. Thanks very much,

You cant block buyers with low feedback from winning one of your items. You can block them from winning multiple items before paying.
In your Ebay Account Tab you will find Site Preferences. Click Show and Edit Buyer requirements. Your settings should look something liek this.

F-Topps seems to know what he's talking about here (as this is the best way to go when dealing on Ebay & not wanting the hassles & headache)! I realize that Ebayer's have to start somewhere (low to no feedback), but I would rather not be the seller having to deal with those type of growing pain's (especially with Ebay/Paypal siding with the buyer's on all account's, the way they do)! Good Luck bro! :D
