Looks like another 1990 Topps NNOF puzzle to solve! Someone needs to find an uncut sheet to figure out which cards are connected and see if any of them also have the same color problem. Get Beckett to recognize it and you have an instant $10K printing defect!

Don't see that much at all any more. Would turn up in say 1991 and earlier Topps every so often. Rance Mulliniks below is pretty similar.
