MLB regular season rules for determining wins/losses do not apply to preseason.

Interesting....i'd never noticed that before.

I realize it REALLY doesn't matter, but it still struck me as odd to do that.

Perhaps because starters rarely go long enough to get the win in spring?

They do it in college all of the time also. Especially for Mid-week games. The coach makes the decision that it is a "staff day" and the innings rules don't apply. That is how you will see some of these #1 starters rack up 17-18 wins, they throw 3 innings against one of the worst teams in the country, rather than throw a bullpen.
