Every year is PACKED!
Why? Because every year so many Hall of Famers return to Cooperstown.
Even if no one was elected, the Hall would still be packed with fans eager to see, sign, and rub elbows with all the other HOFers.

I don't think the voters are paid by the Hall, so the business side of it should be meaningless when it comes to the votes.
