I too had trouble registering. I got a white screen after doing the date of birth, but kept clicking in the address bar and hitting enter, and eventually it got to the next screen (username, email, password). Had a similar white screen, but again kept at it and eventually it went through.

I also noticed this tidbit in the "about us" page (http://www.toppscards.com/CustomerService/AboutUs.aspx):
The Cards are original Series 1 and Series 2 cards produced between 1952 and 2009. There are no reprints in the cards. Each and every card available is a one-of-a-kind original from our vaults. We can't guarantee that the card is in pristine condition. The only thing we know for certain is that every card contains a little bit of fun.
