Look at the centering is really noticeable. Does PSA 10 use (OC) Off center for GEM MINT card?

PSA 10s are much easier to get than BGS 10s. The centering is off but fairly close. I would bet 45/55

Its not a perfect specimen, but I have seen much worse.

Another factor could be that the original sender was one of PSA's "preferred customers" and received a bump on the grade.

Of all of the questionable "gem mint" graded cards out there, I was expecting this to be a glaring error...it is not.

It is perfect? No, but not nearly as bad as some others out there - PSA and BGS.

That still easily falls into PSA 10 criteria. I think 60-40 it can even be. That looks at worst 55-45. Even PSA and BGS 9's can be 35-65. So even a card 2/3 off center still can be a 9. We see many like those.

Dude, I don't know what you've been trying to prove with all of these examples lately...but you need to understand...

A PSA 10 GEM Mint doesn't have the same grading standards as a BGS 10 Pristine...however, the standards are basically the same for a PSA 10 and a BGS 9.5.

Why is it this way?

Because PSA was the father of third party grading...BGS came around and they had to up the standards a bit, so they created Pristine...and rightfully so...but the "10" isn't the important factor here. The number means nothing in that case.

What this post screams out....is the fact the OP doesn't understand the grading process. Period. I'm not going to comment any further.
