No idea about rarity, but UD is the most sought after.

1989 Topps Heads Up test issue. It usually sells from $250 - $500 ungraded. But strictly RC, I would go with Bowman for rarity. It's certainly not rare, but probably the lowest print run of all his RCs. The Score Rookie/Traded is probably close as well.
