What products should Topps keep, drop or consolidate?

I know it's a cheap product, but why not just buy base Topps. Seems like a waste of time to make this product.

Make topps chrome base a mirror of topps (series 1&2 and update)

Make heritage minor league like this years high numbers. Factory set with x hits per set and pack out the high numbers.
