When is it time to file a Paypal dispute?

I bought and paid for a card on Sept. 9 from Ebay. The seller stated it was shipped and marked it so. I asked for a DC# on Sept. 11th, and was told I would receive one. That is the last contact the seller has made with me, ignoring all other messages. I know it hasn't even been two full weeks yet, but it concerns me that I have no contact with the seller and I should have the card by now (I have received other cards sent out later than his in this time period). Should I file a Paypal dispute and see what he has to say then? Or should I just file a claim and try to get my money back because the auction was Paypal protected? He has perfect feedback, but has only sold one item in the last month so he shouldn't be too busy to answer my messages. Any help in this matter would be much appreciated seeing as I have never had to file a claim before. Thanks,

Although it is crappy to wait for your stuff it has only been 9+ days. I think after it has been 14 to 21 days from
payment then maybe. The guy maybe on vacation or something. But hey you can file after like 21 days then

Yeah, I thought I might be jumping the gun. I can wait another week. It just sucks I have no communication with the seller at all.

I agree no commutation is unacceptable. But wait it out.

I wait two weeks, then send a message. No response or card a week after that, I file a dispute. That's 3 weeks. I think that's a fair time.
