This Honus Wagner card came from the set called "Presidents and Players". During this President's term, Honus Wagner retired from baseball. Here's a scan of the back of the card stating such:

Oh...they use pictures of the players alright. They just do different things once in a while...sort of "think outside the box" kind of things. I'm sure some, if not all of these players would be honored to have their name beside a picture of a President of the United States that was in office during the time they played ball. You see it as "lame". I see it as something refreshingly different. To each their own I guess.
