I can't help you with the USA's but I pulled a whole stack of these error cards from Bowman Draft, blank on the bottom with no name or anything. Thought it was so weird.

Over the years I've seen these missing foil defects on almost every baseball release. Some like them, many dont. Aquired 50+ from 2 sources but many are doubles. Thought I'd go for the full set, if I can.
