Lots of these catchers will likely end up playing other positions. Of all positions, catchers and shortstops are probably the two that the most players are forced to switch from because you have to be pretty elite on defense to handle these two positions at the major league level.

Simple. He's easily one of the best International signees available. They signed him for his talent, not for his position.

Plus, Montero isn't likely to stay behind the plate anyway.
