That is exactly what he said and that it was confirmed by the owner of the company that produced the card. Not sure how you are confused.
Why? Because there is a serial number on it. Normally when a card is short printed there isn't a serial number on it.
Did you ever think that maybe they were printed for Hosmer to sign, and he didn't sign them all for some reason? Thus, they inserted what they got back and later on would/might state the actual run, or state it is indeed an SP.
I mean, this isn't hard stuff here folks. We have seen cases of this from Topps, UD, and Donruss.

I agree, it's pretty clear why there would be confusion when a card that is #'d out of 199 would for some reason be termed "short-printed" - it defies logic. One would think, and rightfully so, that the numbering implies the print run, but when that suddenly isn't the case and the actual run becomes "short-printed" and seemingly now incalculable, it's easy to understand why people might have a problem with this...[/quote:3shkn7p5]
