1989 Topps Traded - Grading question

Just a quick observation, with a question to follow-up:

I was digging through a box of older cards recently, and found a few Barry Sanders Topps Traded RCs. I found one that I thought looked really nice, and sent it in to BGS with my grading order. I got a 9.5 on it, so I was pretty happy.

However, this leads up to my question: When I looked at the Population Reports for 1989 Topps Traded, I noticed that out of more than 5,000 cards graded by BGS, almost a third of the cards have been graded as 9.5's, but there is only ONE BGS 10 (Deion Sanders). Does anyone know why this is? Does the set have a few common flaws that most cards exhibit, such as centering or surface issues?
