Because the world has dopes who think they figured out a way to get more money! And it was more than likely done on different occasions meaning 2 less people got graphs. But who cares as long as the beggar gets his cards signed several times and lists it on ebay, he had to pay to get in to the game which he cant afford so he balances it out with plans like this one.
