Is this some kind of error? Or one of the cards people are always looking for.

To me it appears to be the base but the right side of the card isn't finished.

Just wanted to double check

Backs look just like the base card.

Just looks like a printing mistake. The scratchy foil ink didn't make it in the printing process.
Kind of like cards that are missing foil names or logos, or 80s and '90s Topps cards that are missing black ink.
A Ripken collector would certainly pay a few extra bucks for it.
