I keep being prompted to change my Paypal password.

Hopefully you are not clicking on the links in the email. Only change your password directly from the paypal site, never click on any links in emails as Paypal will more than likely never prompt you to change your password.

does it say "https://" when you're signing in? could be a glitch in paypal (Clear your history/cache, shut the browser, retry) or a phishing attempt

Like the other poster above me, I've been on ebay with the same username/password since 1998 and never once been asked to change it. Definitely phishing of some kind. If I were you, I'd log on to actual ebay site, go ahead and change your password on your terms (no following links from emails, bogus links, etc). That way, you know you are safe and then in the future, avoid any and all emails that are ever asking for similar info from you, b/c ebay, paypal, c.c companies NEVER will.

Ye it is https. It must be a glitch, because I am paying for the item on Ebay.

This is not making any sense. I go to Ebay. Click on MyEbay. Click pay. It tells me to sign in for Paypal, and then it sends me to Paypal where it says I need to change my password. I am not doing anything out of the ordinary.

I was asked to change my Paypal password once (back in 2009) when I tried to pay for something on Ebay. I didn't get an e-mail asking me to do so, I was simply prompted to do so after I logged into Paypal, as part of some sort of random security protocol Paypal conducted, and I was one of the "chosen" ones. It wouldn't let me continue doing anything else on Paypal until I changed my password. I did. Everything was normal after that. Still using that same password since '09.

As long as you type in www.paypal.com and log in through there, if you get a message telling you to change your PW, it's legit.

The same thing happened to me a couple of years ago.

This sounds like exactly what is happening. In fact I paid for an item earlier this morning without having to change my password. An hour later I was paying for a second item and that is when this started. I have to go to work, but I will see how the system is acting later. It is still not letting me log in.
