N***D has 2700+ feedback but 100% bidding with this seller and 7 bid retractions withing the last month....Is this a definite shiller?

Sounds suspicious. Truthfully I rarely look a the bid history. I always bid low so if I win and get shilled I still get a good deal. I only I check the history if the current bid is xx.99. Bids ending in .99 are fishy as hell.
