It was not a neighborhood person, I happened to be coming home as the postal worker was pulling away from my mailbox. I do not think for a second it was my individual carrier as we have had plenty of small conversations over the months/years about collecting. I do not think it was the seller either as he has 100% feedback and sells higher end items. The situation just sucks, the card was $45 and the money isn't reallt a huge issue more of me just wanting the card.
Ill wait to hear back from the seller, contact the post office, and file a claim with paypal even though I do feel sorry for the seller as well.
If the PO thinks for a moment that a package was damaged in transit they issue some form of letter/bag stating it was hurt in transit. It certainly makes no sense why a mail carrier would leave a damaged envelope in the box. Then again I have no clue how bad the envelope was damaged to begin with.
I have had more than a few problems with the USPS over the past few months. What is troubling with my last statement is that I have only had around 5 or 6 items delivered in that time period. Envelopes ripped in transit, envelopes folded up by the mail carrier and packages taking longer than the guaranteed time of delivery. Of course filing a report could help but create more problems in the future.
You might want to consider getting a P.O. Box. Personally I think that I should not have to pay any additional money to get my mail delivered properly. However, having a P.O. Box creates one fewer opportunity for something bad to happen. In addition it gives you the flexibility of schedule. I hate being out of town on a day when something of value is being left in my mailbox. It's probably worth the extra peace of mind. Again you should not have to pay more money to get your mail properly delivered but you might want to consider it.
