I think Topps did all they could by announcing this promotion before release, If they tried to limit the number a person could get people would just use multiple addresses and names. They could send 50 from home, 50 from work, 50 in wife's name, 50 in Jr's name...

The best thing I can think of is treat anyone over the 10,000 as an NPN and ship out random cards with a note thanking them for participating in the wrapper redemption.

There are honest people out there, i'd say they're the majority really. You can't really prevent the dishonest from doing what they're going to do.

I have no horse in this race due to my current financial situation, all the Bowman I was able to buy was a few Jumbo Packs from AIC.

Since it was something I wasn't going to partake in I just glanced over the initial announcement regarding these "bonus" packs.....And I just assumed there was some sort of limit. I figured that was common sense. Honestly how often do you ever see a promotion like this with limited supplies (this hobby or anything retail) that does not contain some sort of limit? So I'm kind of shocked that's not the case here.
Even with a limit I'm sure these packs would have been redeemed in a couple weeks.......Case Busters still would have gotten a majority, but it still would have given other collector's a chance. People opening these first couple weeks would have had a chance at their pack or two and to me that would not have been a bad thing.
