What do those #s mean?

The letters after the card number refer to the various die-cut window shapes that frame the relic piece. For example #124PS refers to "position" so the jersey piece window is likely in the shape of "OF" for outfield. On "JN" the window would be shaped to his Jersey number. The other 2 shapes I think are a little more ambiguous but come with a year or stat printed below the window. Someone will post scans, those are amazingly cool sets

They're "1/1s", there is one each black, cyan, yellow, magenta for both the card front and card back so 8 total

They're not numbered. Back then, just said "this is the actual printing plate used to create card #X." Brewer Andy's info is correct, eight total plates, 4 fronts and 4 backs. Same for 1997 Pinnacle and New Pinnacle Plates.
