eBay bucks VIP Ends early

Just got the email from ebay that eBay bucks VIP is ending early on January 31st. I'm a little confused on the different between regular ebay bucks and ebay VIP. What is going to be changing? Here is the email, for those of you who haven't got it yet, you will shortly.

As our way of saying thanks for your participation in the VIP pilot project, enjoy double eBay Bucks on January 22.

Please note that the VIP pilot will be coming to an end early, on January 31, 2011. However, don't worry, the eBay Bucks Rewards Program will continue and you will continue to earn eBay Bucks on all qualifying purchases*.

I think VIP members get a free $10 anniversary coupon. Not 100% sure on the amount but in the email I received I did not get my 2nd anniversary coupon so they will send it within the next week.
