Absolutely. The Rangers will be paying out a nice sum of money to this guy's family for their failure to do so.
Why? It seems pretty straight forward, don't lean over a fence you may fall over...If I decide to lean over the fence at the grand canyon can I expect someone to pay my loved ones because they don't have 'catch nets' installed? Stupidity is stupidity and should be treated as such.
It's very arguable that the drop there was a forseeable and preventable danger that the Rangers could have prevented with a net or higher railing, and a Rangers employee's act (Hamilton) led to his fall. If I'm the Texas Rangers I reach a quick settlement because the PR hit they'll take for litigating it will be horrendous.
