I'm not taking his $15. That's all I need for me to take it and he reports me to ebay, screw that. Now I have to wait for the ******** to agree to cancel so I can hopefully relist it tonight.

Pisses me off because it was a best offer. Not some random impulse auction win.

You should take the 15 offer email and report that to ebay. Maybe that breaks one of their random rules.
