Purchased an item on ebay and paid immediately after the auction was over. 2 weeks go by and no card so I send an email asking if the card had been shipped. No response. Send another email 3 days later. Still no response. 2 days after that I get a package in the mail with a postmark 17 days after I paid for the card. Obviously I'm going to ding the seller heavily on communication and shipping time stars but should I give the seller another chance to explain himself before doing so? I'm not sure there is anything the seller can do at this point to make me change my mind about the detailed ratings I'm going to give him but would it be protocol to at least give him a chance or just go ahead and leave the feedback?

You gave him every opportunity to explain himself and he chose not to. I would not send another message

I would give a neutral feedback and in the post mention why and state slow shipping. Buyers in the future should have to put up with this type of service.

Item was delivered in satisfactory condition = positive.

I don't necessarily disagree with you. But for argument's sake, at what point does a late card delivered in good condition deserve at neutral? Or a negative?

If I see a postmark a month after I paid and the guy refused to respond, I'm going to have a hard time leaving a positive no matter what condition the card is in.
