That is from the 1938 Baseball Tabs set.

This is what they look like if the tabs were not used.
They were made to attach to a hat or jacket and are worth more if the tabs are not bent. I would assume that if you try to straighten out the tabs, there is a good chance the tabs would break off.

1938 PR1-1 Baseball Tabs
The last year these were included in the SCD catalog was 2003 and they are listed in NRMT at $50 for the common player, $30 for the common team pin, Average HOF was $75, Greenberg was $90, Dean $100, Gehrig $375, and DiMaggio $450 .
The Set is $2250 NRMT, Checklist is 28 players and 24 Team pics for MLB and some Minor Leagues. 52 total.

There are 2 slightly different issues... but related
1938 PR1-1 "half round" Baseball Tabs
1938 PR1-2 "flat" Baseball Tabs
The second type are more flat that the other.
They uses the same photos (I believe) and were most likely issued by the same candy company.
Both types are fairly tough overall, especially without scratches on the face and messed up tabs.
