the ddue, carlcardtrader, admitted he messed up and needed to pay everyone back as he never even had the cards he sold, he promised and promised but has yet to pay anyone back i believe

Im really confused. I get he has no money in his account so Paypal cant recover anything, but............

You guys didnt pay with a credit card?

Ive been in this position a few times before and have always gotten my money back. Through my credit card company. Paypal doesnt like it but it works.

Just curious, maybe the rules are differant in the US?

No they aren't.They will refund you.They want to keep you happy so you keep yourself in debt with them and so you don't close your card.

EDIT: Another thing paypal should do is take some of that money they are making and create an account where some of these types of transactions that go wrong can be reversed and the buyer can get their money back even if the sellers account is drained.I mean...either way if you go through them or your credit card...you can get your money back and in both cases it will come out of their pocket.
