I think the only rule in place should be...
1. Use your head and don't be a greedy bastard. It's not about getting one better card for two crappy cards.

I think in addition to the "don't be greedy" rule, the person giving away cards is encouraged to give them to another generous person. I'd recommend asking them what they plan to post, and be willing to turn down a person who is not offering an item that will excite a fellow collector. Remember, if you give cards to a person who does not plan to be at least as generous as you are, you derail the thread and put the burden on another member to reboot it.
Let's see if some common decency and common sense can get this thing to live up to it's intent.

we should have the people who are interested in the current card post in the discussion thread that they are interested & what card or cards they will replace the current ones with. then the giver can make the call on which to choose
Feel free to post that in the regular PIF thread.
then it will get cleaned up after if multiple people want to claim it or a claim gets rejected? could get confusing with multiple claims up
You could ask people to PM you or IM you if they are interested in the cards. Once you decide to give that person the card, you can post that the card has been claimed and that "X member" will be posting a scan of "X card"
