It has nothing to do with race. It all has to do with pitchers coming to texas to die.
Chan ho was not mentioned because he was asian, it was because a lot of money was spent on a pitcher that failed miserably. Cliff Lee, did the same thing. Spending money in pitching in texas is a bad idea, they all turn out bad.
