Someone explain eBay Bucks please

Certificate/coupon's are issued quarterly and another one is not due until October 3rd. So, keep spending and watch them grow until Sep 30th. Also, I believe they usually expire within 30 days of issue.

I just tried to sign up for ebay bucks and I was denied because it said it was in beta and I wasnt an invited user to try it out in beta.
