If you say there were 1000 stores and there were 14,500 sets made, then there's no way that could be 140 sets per store. I think you added a zero in there.
14 sets per store isn't a lot for that era.

Target has around 1600 stores in the US and probably had around 1,000 to 1,200 stores or even less in 1993. On average we sell about 20-30 sealed sets through out the year. Cards were a bigger deal in the '90's, so 100-150 sets might be about right, but I can't remember if companies were doing special inserts or promos for specific stores back then. I'd assume that it's a regular base set with Target packaging.
