you are thinking the wrong type of transaction
we are referring to the personal tab, gift option that takes out no fees at all
in this type of transaction there can be no chargeback because of the nature of the payment.
It is sent as a gift, there is NO transaction, so there fore no action required from the receiver in the eyes of paypal.
actually eric is at least partially correct and is NOT thinking of "the wrong type of transaction"....
when you select the personal tab there are 5 options (gift , living expense , PAYMENT OWED , cash advance , and other)....
i can't say for certain if he has successfully disputed a personal transaction , but i can certainly say that payment owed is one option for the fee-free paymentss....
