Just refund him, block him and move on. Paypal hits you for an added $30ish fee for charge backs but I don't know if that applies in this situation. Unfortunatly if someone decides to scam you you can't do anything about it. What sucks is that you can never be sure if the guy is tellind the truth or not.

It would not be a bad idea to set up a seperate buying account. If you happen to see that the guy is selling your card just buy it plus a bunch of other stuff and pull the same scam. Seperate buying accounts are a very good idea.
