I'm not sure what you mean by stealing. You never paid them any money. I bought several things I wanted with the possibility I might get a rebate later.

well, i still have 1400 coming, they just emailed me with the same old bullshat.

no no no.
compare this to stealing. if you steal a low dollar item, some may say it's no big deal, but it's still stealing. the cash owed to me is very small, so i could say "no biggie," but it's still the concept that they owe me money, and didn't give it to me.

It's odd that this is happening with random people. I never had a problem with them until today.
Interestingly, I got cashback from another item that was only 2 days prior to this one. Today's is the only one I have ever had fail. Only for $51 but I'd like to get it.

Just curious (shot in the dark) but could it be that your Paypal accounts do not accept payment from "unconfirmed" account's? Like I said, just a thought because if some are getting $$$ & some aren't then there must be something up..?...

good call, although it worked for me before. i believe the only setting i've changed recently is my paypal email address, then a guy sent to the old email, i didn't get the money in my account, called PP, and they put that email back on.

I dont think that is it because i have received over 1k already but these last few transactions totaling a little over $100 failed.

I'll check with the wife about how her settings are. But she has received payment in the past from this promotion.
BTW, I agree that this is not "theft". I would think that "consumer fraud" is more accurate.

I do remember in the terms there being statements about the refunds being subject to Microsoft's approval and that they were not guaranteed.

This is bullshiz. I"m glad I already got my $450+ back, and it's only $35 that I'm out. I feel bad for everyone else with a lot more out there.
They KNOW there's a problem, OR they don't want to give it up. Interesting how the promotion ended 40+ days ago, and now we're having problems...
