A user is asked to evaluate the shipping service received at the price paid.
I would rate this seller a 3.

Well said and reasoned. I also agree with positive feedback with 3 stars.

I had the same thing happen recently, except mine was in a penny-sleeve. Somehow I received it with no damage whatsoever.

I also once received three Sweet Spot auto cards loose in a large bubble mailer without any type of holder/protection at all. Needless to say, they were pretty dinged up.

Bottom line, if the card was fine you give 5 stars. Why knock down a seller's rating if you received your card in good condition. Why complain if you got your card. So you got a PWE so what.

But you aren't rating the condition of the card. You are rating the value of shipping. So if you don't feel that the seller gave a good value of shipping, why wouldn't you rate it as such?

Because I am not a pety, complaining D-bag. I don't look up def. in the marriams dictonary, research ebay policy and look for reasons to knock down seller's ratings. If I get my card in good condition I give 5 stars and move on.

"Wa wa wa, I got a PWE with a nice card inside." Grow up!

It's not leaving bad feedback...if I get the card and it's not damaged they get positive feedback. This is about their shipping cost rating. $3 for PWE is unacceptable. If shipping is free or $0.50 then they would get 5 stars. But not $3.

I'm pretty sure he didn't buy the card with the intention of leaving bad feedback. The seller should have sent in a better manner. Had he done so then this wouldn't even be a discussion. And the stars are a matter of opinion, he felt he didn't get what he paid for so he is expressing his opinion by giving the seller 1 star, and rightfully so in my opinion. You have your opinion and he has his.

Leaving less than five stars is bad feeback. If you buy a nice card and receive a nice card, why penalize the seller. I just don't get the logic.

I'm sorry, but this is just not true. The ratings are there for a reason. I don't just automatically put in five stars for everything. I actually think about how long the card takes to get to me, and how much shipping was. The only one I don't put a ton of thought in to is Communication and that's because 99% of deals don't require much. To me if a seller charges more than twice the amount it cost for him to ship he doesn't deserve 5 stars. I also take his stated handling time and add a week to it (for US shipping, two weeks for international shipping), and if I don't get it in that time frame I leave less than 5 stars unless he communicates with me that shipping was delayed.

Suppose you went to the grocery store and they loaded your groceries in wet paper bags. You might make to the car and you might even make it to the kitchen countertop with them without breaking. Would you continue to shop there? After all you did make it home with your groceries. No you wouldn't because by the store putting your groceries in wet bags opened up the possibility that there could potentially be a huge mess on your hands. Why should the store care, they already have your money. I know it's a bad analogy. But a seller should show more concern for their customers and their paid purchases. A PWE shows not only ignorance but carelessness.

I can't possibly understand complaining about getting a nice card no matter how it is packaged. I just don't see the point of whining about getting a nice card. Is it realy so hard to understand?

Seriously... you are complaining about a ENVELOPE. I understand it is 100% impossible to please everyone all the time but think about it, you get a nice card but you don't like a sellers choice of envelope. Think about how pety you sound!

Then you don't understand the way ebay works. Anything less than five stars penalizes the seller by hurting DSR's. When your DSRs are below certain levels you lose powerseller status, when they go lower you can't even sell items in some cases. So YES it penalizes the seller.

I was speaking only to the condition - if they take two months to get me the card their shipping time rating is going down.

I understand that it does penalizes the seller, but that's not the intent...the intent is to give my opinion. It's what the ratings are there for.

To be honest, I don't want someone who charges $3 and ships in a PWE selling on eBay.
