I am sorry, but you are completely wrong. There is no stated value the purchaser is guaranteed to receive in each package. This is absolutely no different than buying a pack/box of cards - just a different angle on the same concept.
Any Attorney that took a person serious who walked in their office complaining about this product as a illegal lottery, probably just got done following an ambulance to the scene of an accident.

It's a lottery. You're not buying a collectable set, you're buying a chance at the Babe Ruth ball. That's the differentiation between a box of cards - which is not a lottery because of the collectability aspect of the set -- and this lottery ticket in getting the Ruth ball.

My legal education comes from watching re-runs of Judge Judy.
Explain to me how it is a lottery? What is a lottery? Typically a lottery involves the drawing-for or matching-up-of to determine prizes. This product is simply randomized luck.
Is the Topps Million-Card Giveaway a lottery?

It's a lottery. You're not buying a collectable set, you're buying a chance at the Babe Ruth ball. That's the differentiation between a box of cards - which is not a lottery because of the collectability aspect of the set -- and this lottery ticket in getting the Ruth ball.
