Do you need a PSA membership when submitting to PSA/DNA?

Have a Perez-Steele Auto Set I want to get authenticated!

I usually wait until they have specials, but lately I've been receiving more for autos unauthenicated than a bunch of authenicated ones. I guess people are doing their own research now.
