I'm not taking any shots at the trade mods, but I am seriously wondering what can they do to fix a situation like this or any bad trade. I seriously wonder this when they say it, and its not because of who they are specifically. I am asking what could anyone do if they were trade mod to fix a problem like this. Its not like they can log into his paypal account and refund the people, so what can they exactly do?

It isolates the number of people putting input into the situation and helps it focus. They can also give you the best option to get it resolved.

Short answer: MODs have just as much a chance of rectifying a situation as anyone on the board.

Neither can anyone else, and - technically - it's not certain anyone has even been scammed yet.

Let me try to say something as simply as possible.

Despite the EXPRESS MAIL you paid for, he TOLD YOU and SENT YOU A DC for regular first class mail.

Not sending express is NOT SCAMMING. He may owe you a shipping refund, but - once again - this is NOT SCAMMING.
In fact - I think you are trying your damnedest to make it look like you're being scammed so that you can make a case for a PayPal chargeback after receiving the card.

Also, if he had sent express overnight, and it went out on Thursday... that would have made it arrive on Friday, which is not 6 days ago. It's actually - in mail terms - 3 days ago.

Danimal: How about this? WHat if someone were to PayPal you the amount you paid for the card. If you don't receive anything, you keep the money -- if you DO receive it*, you pay back the money plus $300. How would that suit you?

Here's a tip. You could, you know, call his local PD and file mail fraud. They would contact the PO and find the information registered to the PO box. I doubt he's an Ocean's 11 member so I doubt you'd have to worry about the cops not finding him. Except that if it isn't mail fraud, you'd be nailed for filing a false police report.

Because everyone - including a mod - called him out for being so stupid to immediately trust someone using the name "Jackson Hewitt" (which may or may not be a real name or business associated with the PayPal account).
